{"id":3886,"date":"2021-03-27T14:00:36","date_gmt":"2021-03-27T20:00:36","guid":{"rendered":"https:\/\/redamlo.com\/?p=3886"},"modified":"2021-03-27T14:00:36","modified_gmt":"2021-03-27T20:00:36","slug":"lopez-obrador-presenta-al-congreso-una-reforma-a-la-ley-de-hidrocarburos-para-aumentar-la-participacion-del-estado-en-la-industria","status":"publish","type":"post","link":"https:\/\/redamlo.com\/index.php\/2021\/03\/27\/lopez-obrador-presenta-al-congreso-una-reforma-a-la-ley-de-hidrocarburos-para-aumentar-la-participacion-del-estado-en-la-industria\/","title":{"rendered":"L\u00f3pez Obrador presenta al Congreso una reforma a la Ley de Hidrocarburos para aumentar la participaci\u00f3n del Estado en la industria"},"content":{"rendered":"<p style=\"text-align: justify;\"><em><strong><span style=\"font-family: Arial, Helvetica, sans-serif; color: #000000;\">* De ser aprobada la iniciativa por el Legislativo federal, las instituciones competentes podr\u00e1n revocar concesiones y permisos otorgados a empresas estatales y de capital privado.<\/span><\/strong><\/em><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Arial, Helvetica, sans-serif; color: #000000;\">M\u00c9XICO (<strong>RT<\/strong>) 27 de marzo de 2021.- El presidente de M\u00e9xico, Andr\u00e9s Manuel L\u00f3pez Obrador, present\u00f3 este viernes ante el Congreso de la Uni\u00f3n una iniciativa de decreto para reformar la Ley de Hidrocarburos vigente, con la cual busca una mayor participaci\u00f3n del Estado en la industria, dando marcha atr\u00e1s a parte de las reformas estructurales en materia energ\u00e9tica impulsadas durante la Administraci\u00f3n de su predecesor, Enrique Pe\u00f1a Nieto.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Arial, Helvetica, sans-serif; color: #000000;\">El documento emitido por el titular del Ejecutivo federal tiene como objetivo reformar y adicionar una serie de disposiciones que promueven una participaci\u00f3n m\u00e1s activa de las empresas productivas estatales en cuanto a la producci\u00f3n, distribuci\u00f3n y procesamiento \u00a0de hidrocarburos, actividades previamente reservadas al Estado en las que, tras la aprobaci\u00f3n de la Reforma Energ\u00e9tica, se permiti\u00f3 la participaci\u00f3n de empresas privadas.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Arial, Helvetica, sans-serif; color: #000000;\">Del mismo modo, la propuesta, citada por medios locales, propone facultar a la Secretaria de Energ\u00eda y la Comisi\u00f3n Reguladora de Energ\u00eda, &#8220;en el \u00e1mbito de sus respectivas competencias&#8221;, para suspender permisos y concesiones que hayan otorgado &#8220;cuando se prevea un peligro inminente para la seguridad nacional, la seguridad energ\u00e9tica o para la econom\u00eda nacional&#8221;.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Arial, Helvetica, sans-serif; color: #000000;\">De concretarse la suspensi\u00f3n de alg\u00fan proyecto, prev\u00e9 la minuta, la autoridad que haya estado a cargo de su aprobaci\u00f3n &#8220;se har\u00e1 cargo de la administraci\u00f3n y operaci\u00f3n del Permisionario, para la continuidad en la operaci\u00f3n de las actividades que ampare el permiso, a fin de garantizar los intereses de los usuarios finales y consumidores , quedando a salvo los derechos de los terceros&#8221;.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Arial, Helvetica, sans-serif; color: #000000;\">Asimismo, la propuesta de decreto establece que las empresas estatales y de capital privado que fallen en cumplir las disposiciones de la Secretaria de Energ\u00eda referentes a la cantidad, calidad y medici\u00f3n de hidrocarburos, as\u00ed como de sus derivados, podr\u00e1n estar sujetos a sanci\u00f3n. Adem\u00e1s, las compa\u00f1\u00edas que realicen modificaciones en las condiciones t\u00e9cnicas de sistemas, ductos, instalaciones o equipos sin contar la autorizaci\u00f3n correspondiente, podr\u00e1n ser penalizadas.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Arial, Helvetica, sans-serif; color: #000000;\">Una vez la propuesta fue recibida por la presidenta de la C\u00e1mara de Diputados, Dulce Mar\u00eda Sauri Riancho, esta ser\u00e1 turnada a la Comisi\u00f3n de Energ\u00eda para su evaluaci\u00f3n. Se prev\u00e9 que el pr\u00f3ximo 07 de abril, fecha en que se retoman las actividades legislativas tras las vacaciones de Semana Santa, sea discutida por el pleno de la C\u00e1mara de Diputados y se
